Animals - at large (Moorhead City Code Section 3-7-5)

No one shall allow their animal off their property without it being leashed.

 
Animals - housing, food and water (Moorhead City Code Section 2-10-6)

All animals shall be provided with suitable sanitary housing with clean and proper food and water available at all times.
 
Animals - licensing (Moorhead City Code Section 3-7-2)

All dogs and cats over six (6) months of age must be licensed annually by no later than February 15 of each year.
2007 License Fees:
$5.00 each dog or cat
$2.00 each dog or cat neutered, spayed or desexed

Proof of rabies vaccination in the last 24 months and that the animal is spayed, neutered or desexed must be shown at the time a license is issued.
 
Animals - impounding (Moorhead City Code Section 3-7-6)

All animals found running at large may be apprehended and impounded by authorized City personnel.
The animal's owner can reclaim the animal if they pay the following fees:

First Time Impound Fee: $30.00
No License Fee: $50.00
Room/Board/Day - Dog $15.25
Room/Board/Day - Cat $10.75
License fee - spayed/neutered $2.00
License fee - not spayed/neutered $5.00

All animals will be impounded for at least five regular business days. At the end of the five-day period, if no requests for animals have been filed with the City by any licensed institutions, all animals which remain unclaimed may be destroyed in the discretion of the City.
 
Animals - in parks (Moorhead City Code Section 6-1-4)

Pets are permitted in city parks, except no pets, whether leashed or unleashed, may be brought onto the premises of Moorview Soccer Complex, Mattson Field, or Centennial Athletic Complex.
 
Animals - waste disposal (Moorhead City Code Section 3-7-9)

Animal waste should not be allowed to accumulate in yards or elsewhere. No one shall allow their dog or cat to deposit animal waste in City Parks, on public property or on anyone else's property.
 
Animals - disturbing the peace (Moorhead City Code Section 3-7-9)

No one should keep animal that habitually barks, cries or howls as they are a public nuisance.
 
Animals - dangerous dogs (Moorhead City Code Section 3-7-13)

Any dog within Moorhead city limits may be designated as a dangerous dog if the dog has:
  1. Without provocation, inflicted substantial bodily harm on a human being on public or private property;
  2. Killed a domestic animal without provocation while off the owner's property; or
  3. Been found to be potentially dangerous, and after the owner has notice that the dog is potentially dangerous, the dog aggressively bites, attacks, or endangers the safety of humans or domestic animals.
A Moorhead Police Department Sergeant, or officer of higher rank, shall have the authority to designate a dog as potentially dangerous or dangerous.

A dog designated as potentially dangerous must be leashed and be under the control of a competent adult at all times when off the owner's property.
 
Animals - limitation of number (Moorhead City Code Section 3-7-4)

It shall be unlawful to keep, harbor, own, or in any way possess four or more dogs or four or more cats over six months of age upon or about the premises of any dwelling, or dwelling unit within the corporate limits of the City. Provided, a person may request a permit from the Police Department to keep, or harbor up to two dogs or two cats, but not both, as part of a qualified home used by organizations for rescue or sheltering of abandoned or lost animals.
